New Approaches To Address the Needs of Families in the Child Welfare System

The National Center on Substance Abuse and Child Welfare (NCSACW) is pleased to announce the release of In-Depth Technical Assistance (IDTA) Final Report 2007–2012 [PDF - 306 KB], a comprehensive summary of 17 sites working collaboratively to meet the needs of child welfare-involved families affected by substance use disorders. Through technical assistance from NCSACW, the 11 states, four counties, and two tribes accomplished the development of innovative programs and wide-ranging policy and administrative changes, including those focused on treatment reimbursement, treatment prioritization, and medication-assisted treatment.

Check out Nebraska's in-depth study of 400 child welfare cases, Nebraska's Response to Substance Abusing Parents in Child Welfare: A Review of Cases That Opened in 2009 [PDF - 1.6 MB]. The study established a number of state-specific baselines, including estimates on the prevalence of substance use issues in the child welfare caseload and median time from a referral to treatment to actual entry into a treatment program. It also provided a foundation for the development of multiple policy and practice changes.
